The building and garden do not seem to be in Japan. It is famous for its rose garden, but you can also enjoy a Japanese garden in the back of the building. There is also a café in the building, so you can spend a relaxing time.
It is not a tourist area, just an ordinary shopping street. But for some reason, it gives the impression of being quiet and elegant. It is a fun shopping street to walk around while thinking about what it would be like if you lived nearby.
